The football regulating body, FIFA announced the new set of restrictions and rules for the upcoming summer transfer window. However, the new rules are set to affect the clubs like Chelsea and AC Milan who send the players on a loan spree.

In a meeting held in Zurich, FIFA Football Stake Holders Committee announced the steps to reform the current loan structure in the football transfer window. The Football Stake Holders Committee includes representatives of different clubs, different leagues and players as well. Apart from these, member associations, confederations and FIFA administration body also sat for the decision.

The new system will is expected to levy 1% on transfer fees. Also, the new measure will encourage the training efforts of the clubs. Apart from these, the payments for the players will be done via automated systems which is one using FIFA Clearing House. This is done to ensure that the money will be paid which is not the current situation.

The new set of regulations have a set period of three years to its member associations to implement the new rules proposed. These rules are in lines with the international level of football.

The new set of rules will be solving the concerns of loaned players to ensure that they have a purpose to develop its youth setup. Under the new regulations, the limitations are applied to the international loans of players aged 22 or older. Also, there will be an initial set of eight international loans which will be further reduced to six by the end of next season. Further, it will be reduced to three at the end of 2022/23.

This new loan sanctions will be having their own effects on clubs like Chelsea. The Stamford Bridge-based outfit has 12 players falling to the international category. David Zappacosta is at Roma and Moses is at Inter. However, it looks to be interesting considering the regulations affecting the transfer strategies of various clubs.
