Wasim Akram is the highest wicket-taker for Pakistan in test matches. He has 414 wickets to his name and has played a lot of matches for his country. Next on the list is Waqar Younis, who was a fiery fast bowler at the time.
Shaheen Afridi is the only active Pakistan player on this list, and it is quite possible that he will break a lot of records and move upward in this list of highest wicket-takers. There are also young bowlers like Haris Rauf and Naseem Shah who have great capability and will be on this list very soon.
